[fsfe-it] Il software libero entra nella PA

Ciao

ho dato una letta alla bozza e corretto un po' di inglese (non sono
espertissimo – se qualcosa non vi torna guardate la revisione precedente).
Sarebbe bene che qualcuno con un po' di esperienza di inglese
"giornalistico" (io di per me sono piuttosto sul tecnico) ci dia
un'ulteriore occhiata.

Riguardo il contenuto, ho due perplessità:

A un certo punto si dice:

*Free Software is suitable to be adopted by the public administration, not
only
**because its sources are readable, but first and foremost  for ethical
reasons*

Non so quale sia la posizione di FSFE in proposito, ma personalmente credo
che i benefici pratici (e soprattutto l'essere svincolati da un particolare
fornitore) siano di gran lunga più convincenti di quelli etici.

Altro paso:

*Considering the objectives and the requirements of*
*the Public Administration, Free Software adoption should be required by
law to*
*any public service (including institutions charged of education, of the*
*administration of justice, of public governance). *

Non sono sicuro che si debba *obbligare* la PA ad adottare FOSS – la mia
posizione personale è che si dovrebbe:

   - adottare ovunque possibile formati aperti per l'archiviazione e la
   pubblicazione di dati (ivi compresi i database) e documenti
   - adottare *sempre *per la pubblicazione di documenti formati ben
   supportati da software FOSS
   - preferire sempre il software FOSS a quello proprietario *a parità di
   funzionalità* (non credo ci siano ragioni per continuare ad usare
   msoffice invece che openoffice, ma per applicazioni più specifiche le
   alternative FOSS potrebbero non essere all'altezza o magari non esistere
   del tutto).
   - investire in progetti FOSS per colmare i buchi in quei settori ove si
   sia di fatto obbligati a usare software proprietario (sì – vabbe' – come se
   ci fossero i fondi per farlo...)


Bozza alternativa (da integrare nell'altra, se vi pare):

*The Free Software Foundation [Europe?] is very pleased to learn that as
part of the soon-to-be-approved Italian financial bill public
administration will be required to evaluate the acquisition of computer
programs belonging to the "free software or open source categories".*
*We are particularly pleased the bill mentions a distinction between "free
software" and "open source software", as this shows a novel
legislator's awareness of the different freedoms different software
licenses allow.*
*We hope that this is a first step towards a more aggressive policy
regarding the adoption of free software in the public administration, as
proprietary software packages (particularly word processors and
spreadsheets) are still often preferred over the free alternatives which
would empower both the public administration and the citizens with more
freedom without cutting software functionalities and with seizable cuts in
software acquisition and maintenance costs. *
