IPRED2 thaws in December

The Dutch and Swedish governments say that it is not on the Dec 6th agenda,
but the EC website still says it is on the agenda.

I don't know who's right, but if it's not on the Dec 6th agenda, it will
probably be on the agenda for the next meeting.
