You mean "working on" in terms of *outside* government, not *inside*
working on the adoption, right?

FWIW, a Ms. Teresa Hackett seems to be 'Director of EBLIDA (the European
Bureau of Library Information and Documentation Association)'.  That bodes
well for respect for fair dealing rights, IMO.  www.eblida.org .  Is that
the same Ms. Hackett?

Any idea who'll be working on the implementation in the civil service?
