   Are Savannah hosted projects required to have project documentation
   the FDL license?

They are required to be licensed a free documentation license which is
compatible with the GFDL, much like the software hosted on Savannah is
required to be under a free software license that is GPL compatible.

If you want, you can dual the document in question under GFDL and the
GPL.
