Le mois dernier a été un mois important pour le Logiciel Libre. Comme
d'habitude le Jour du Libre s'est tenu le 20 mai, de plus, cette année
marque le 25ème anniversaire du projet GNU. Des anniversaires ont eu
lieu dans toute l'Europe et nos Fellows des différentes régions ont
renouvelé leur soutien enthousiaste et passionné au Logiciel Libre.
D'autres évènements importants ont eu lieu. Du point de vue politique,
la FSFE a échangé avec des représentants de la Banque Mondiale afin
d'expliquer en quoi le Logiciel Libre est toujours aussi important, tant
du point de vue économique que politique. Dans le domaine juridique, les
réunions, les présentations, les tables rondes et les sessions de
formation ont poursuivi ce travail de construction de l'infrastructure
du futur.

1. Le 25ème anniversaire de GNU à Berlin, Allemagne
Le projet GNU a eu 25 ans le 27 septembre. La FSFE et les Fellows de
Berlin se sont réunis à la porte de Brandebourg à Berlin pour faire
sauter les bouchons et faire la fête. On a commencé à 15 heures avec du
champagne et de la musique. Tout le monde s'est bien amusé !
2. Le plus petit quantum de liberté : un Fellow - Sean Daly
«J'ai été frappé par la façon dont, en Europe, Microsoft traîne à se
conformer à la décision Monti de 2004. Et j'ai constaté qu'à de rares
exceptions près, ni les grands médias généralistes ni la presse
technologique spécialisée ne semblait couvrir complètement ce qu'il se
passait, en particulier le rôle important des intervenants comme Samba
ou la FSFE. Je me suis dit que puisque les journalistes traditionnels
rataient une partie essentielle de l'histoire, il était peut-être temps
qu'un journaliste non conventionnel s'y mette et relate cette partie.»

3. Informer le public - Jour du Libre à Berlin, Vienne et Utrecht
Le dimanche 20 septembre les Fellowship berlinoises de la FFII et de la
FSFE ont organisé un barbecue et tenu un stand d'information. Au stand,
on a expliqué ce qu'est le Logiciel Libre et pourquoi il est important
pour la société. Pendant ce temps, les Fellows de Vienne ont célébré
leur «Software Freedom Day» dans un Pub nommé Pint Pub à Vienne. Le clou
de la soirée a été les concerts des groupes «Club Valat» et «Klaus (from
Fadin' to Whiteout)». Enfin, aux Pays-Bas, Shane Coughlan, coordinateur
de la Freedom Task Force de la FSFE, a prononcé un discours lors du Jour
du Libre néerlandais au Liefland College d'Utrecht.
4. Les évènements des Fellowships partout en Europe
La Fellowship de Berlin s'est réunie le 11 septembre, comme d'habitude
au New Thinking Store dans Tucholsky Strasse. À Vienne, la Fellowship
locale avait invité Shane Coughlan, coordinateur de la FTF, pour une
intervention intitulée «The Professionalisation of Free Software. Where
we are going next.» (Professionnalisation du Logiciel Libre, les
prochaines étapes). La nouvelle Fellowship de Zurich s'est également
réunie, de nouveau au bureau zurichois de la FSFE, pour discuter des
moyens de répandre la bonne parole sur le Logiciel Libre en Suisse et,
plus généralement, pour le plaisir d'être ensemble. Benjamin Morant,
notre stagiaire français bien à nous, et Rainer Kersten, du bureau de
Duesseldorf, ont tenu un stand de la Fellowship à la braderie de Lille.
5. Le Logiciel Libre dans les projets financés par la Banque Mondiale
Au centre international de formation (International Training Center) de
l'Organisation Internationale du Travail (International Labour
Organisation) à Turin, en Italie, Georg Greve, président de la FSFE, a
donné une partie du cours annuel sur la fourniture de systèmes
d'information dans les projets financés par la Banque Mondiale. Comme
les années précédentes le cours informait les gestionnaires de projets
de la Banque Mondiale sur les bases économiques et politiques du
Logiciel Libre. Il abordait également les aspects pratiques comme les
licences ou les modèles de profit et donnait des exemples de bonnes
mises en oeuvre.
6. Les activités de la Freedom Task Force - la GPLv3 aux Pays-Bas,
tables rondes en Italie, présentations à Berlin et Winterthur
Le 19 septembre, à l'occasion du lancement de la GPLv3 à l'université de
Tilburg, aux Pays Bas, Shane Coughlan, coordinateur de la Freedom Task
Force de la FSFE, a accueilli un atelier de trois heures intitulé
«Licensing questions and Legal issues in the light of GPLv3» (Questions
de licences et problèmes juridiques à la lumière de la GPLv3). Cet
évènement était sponsorisé par NLnet. Shane a également représenté la
FSFE lors de la table ronde du «NESSI Open Source Working Group» à la
conférence OSS 2008, à Milan. Il y a expliqué ce qu'est le Logiciel
Libre et les raisons d'être de ses licences. Le 17 septembre il a fait
une intervention intitulée «Free Software licenses and other questions»
pour OSiM World, à Berlin. Le 25 septembre, enfin, il a prononcé un
autre discours intitulé «The strategic implementation of Free Software
in business» (Implémentation stratégique de Logiciels Libres en
entreprise) pour la conférence OpenExpo à Winterthur, en Suisse.
7. Réunions à Londres et à Bruxelles du groupe thématique sur le réseau
juridique européen
La FTF, projet juridique de la FSFE, a organisé la réunion d'un groupe
de travail spécifique à Londres pour débattre des processus commerciaux
et de la gestion des chaînes d'approvisionnement. Une autre réunion
s'est tenue à Bruxelles le 29 septembre pour discuter des brevets
logiciels et autres questions juridiques. Ces réunions étaient
organisées à l'attention des membres du réseau juridique européen, dans
l'espoir que leurs discussions conduiront à une meilleure compréhension
et à un meilleur soutien du Logiciel Libre de la part des décideurs
juridiques européens.

8. FSCONS 2008, Göteborg, Suède (du 24/10/2008 au 26/10/2008)
Pour l'édition 2008, FSCONS est le fruit d'une coopération entre la
FSFE, Creative Commons, et Wikimedia Suède. Il y aura trois sessions
(Culture Libre, Logiciel Libre et Contenus Libres), chacune animée par
l'un des principaux organisateurs. Les thèmes iront de la conception des
noyaux récents au journalisme citoyen en passant par les licences du
XXIème siècle.

9. Conférence NLUUG d'automne et CELF Embedded Linux Conference Europe,
Ede, Pays-Bas (du 06/11/2008 au 07/11/2008)
Le jeudi 6 novembre la FSFE participera à la conférence NLUUG d'automne.
Le thème de cette année est la mobilité. Nous accueillerons avec plaisir
les visiteurs sur notre stand et répondrons volontiers à leurs questions
sur le Logiciel Libre. Le lendemain, vendredi 7 novembre, au même
endroit, Shane Coughlan, coordinateur de la Freedom Task Force de la
FSFE, fera également un exposé intitulé «The strategic implementation of
free software in business» («Implémentations stratégiques de Logiciels
Libres en entreprise», présentation en anglais) à l'occasion de la CELF,
la conférence européenne sur Linux embarqué. La réalisation réussie d'un
Logiciel Libre nécessite une bonne compréhension des politiques et
processus les plus adaptés à son contexte. Shane expliquera comment la
FSFE, à travers son projet juridique et son réseau juridique européen,
contribue à cela en diffusant des connaissances commerciales génériques
sur les contrats de fourniture et d'acquisition, les documents de
travail et les méthodologies de déploiement. Les deux conférences ont
lieu à l'Hôtel - Centre de congrès «De Reehorst», Ede, Pays-Bas.

La FSFE s'apprête à mettre à disposition son outil de consolidation des
droits d'auteur en 10 langues

La Free Software Foundation Europe (FSFE) a annoncé aujourd'hui qu'elle
s'apprêtait à publier l'Accord Fiduciaire sur les Licences (Fiduciary
License Agreement - FLA) en dix langues. Les langues retenues sont
l'anglais, l'allemand, le français, l'italien, le suédois, le serbe, le
polonais, le danois, l'espagnol et le portugais.
Le FLA aide les projets à changer de licence et à les faire respecter en
consolidant les droits d'auteur auprès d'une organisation unique, et est
adapté à toutes les juridictions, qu'elles soient basés sur un code
civil ou une common law. Il rend également aux auteurs tout un ensemble
de droits, garantissant ainsi aux deux parties la plus grande liberté
possible. La traduction du FLA va apporter les avantages de la
consolidation du droit d'auteur à des projets locaux, sur toute
l'Europe.
Le FLA est un élément du programme fiduciaire de la FSFE. Il peut
également être adapté en vue d'utilisation par d'autres organisations,
et a récemment été adopté par KDE e.V., l'organisation à but non
lucratif qui représente le projet KDE sur ses aspects légaux et
financiers.
"Ce projet de traduction contribue à une collection grandissante
d'outils de gestion pour les Logiciels Libres", déclare Shane Coughlan,
coordinateur du projet juridique de la FSFE. "Au cours des deux
dernières années ce type d'outils a pris de plus en plus d'importance et
bénéficie d'un large soutien commercial et non commercial. Les projets
planifient des développements à long terme de leur code et nous voulons
les y aider. Notre travail actuel de traduction est en partie soutenu
par Google grâce à un don généreux en début d'année. J'espère que
d'autres utilisateurs commerciaux des Logiciels Libres décideront de
soutenir des initiatives de ce genre afin que nous puissions continuer à
bâtir des bases solides pour un développement durable."

La FSFE en faveur de «Freedom Not Fear»
La Free Software Foundation Europe soutient le Logiciel Libre afin que
chaque citoyen puisse prendre part à notre société de l'information de
façon indépendante, active et responsable. Ces objectifs ne sont
cependant pas compatibles avec la censure des contenus, les violations
du principe de neutralité d'Internet et la surveillance croissante des
échanges. En conséquence, la FSFE appelle à la participation à la
journée mondiale d'action «Freedom Not Fear» [1], qui aura lieu le
samedi 11 octobre.
«Le Logiciel Libre nous donne les libertés d'utiliser sans contrainte
ses logiciels, de les étudier, de les modifier pour les adapter à nos
besoins et de diffuser à tous des versions améliorées. Mais si nos
droits civiques sont de plus en plus souvent amputés par des
législations discutables, nous risquons de nous retrouver dans la
situation absurde où nous ne pourrions exercer ces quatre libertés sans
violer la loi», prévient Matthias Kirschner, le coordinateur associé
allemand de la FSFE.
En Allemagne la manifestation principale de la journée «Freedom Not
Fear» commencera à 14 heures sur Alexanderplatz, à Berlin. L'évènement
est organisé par AK Vorrat (groupe de travail allemand sur la rétention
de données [2]) et soutenu par plus d'une centaine d'organisations pour
la seule Allemagne. Des manifestations sont également prévues dans 21
autres pays, partout dans le monde, comme à Paris, Stockholm, Londres,
Sofia, Luxembourg, et bien d'autres villes. Des évènements artistiques
en relation avec cette journée d'action auront lieu à Rome et à Zurich.
Des forums de discussion sont prévus à Washington D.C. Aux Pays-Bas les
manifestations sont placées sous la bannière de «Volksopstand 2008»
(Révoltes Populaires 2008) [3]. À La Hague une manifestation est prévue
dans le square, face à la seconde chambre du parlement néerlandais,
suivie d'activités diverses, ateliers et d'un «marché de la vie privée».

La date d'aujourd'hui marque le 25ème anniversaire de la toute première
annonce publique du projet GNU, une initiative pionnière de
développement d'un système d'exploitation laissant aux utilisateurs la
liberté de le modifier et de diffuser leurs versions modifiées, à titre
individuel ou en groupe. La Free Software Foundation Europe (FSFE) rend
hommage au travail considérable accompli au cours de ce premier quart de
siècle d'existence et s'engage à poursuivre le but commun de promotion
du Logiciel Libre.
Le 27 septembre 1983, il y a 25 ans jour pour jour, le projet GNU était
lancé par Richard M. Stallman dans le but de bâtir un système
d'exploitation complet que quiconque serait libre d'utiliser, étudier,
partager et améliorer. Ces libertés assurent aux utilisateurs leur
indépendance et la souplesse d'utilisation de leur ordinateur, quel
qu'en soit le but, sans les restrictions arbitraires qu'imposent les
logiciels propriétaires, comme par exemple les verrous logiciels, les
formats propriétaires ou les systèmes de restriction des droits
numériques (DRM). Depuis ses origines modestes au sein du laboratoire
d'intelligence artificielle du MIT, GNU s'est progressivement imposé
comme l'un des systèmes d'exploitation les plus populaires au monde et a
favorisé le développement de milliers d'autres applications Logicielles
Libres.
La Free Software Foundation (l'organisation soeur de la FSFE, basée à
Boston, Massachusetts) a été fondée en 1985 pour promouvoir les idées
qui sont au cœur du projet GNU de Richard M. Stallman : la liberté
d'examiner, modifier, copier et partager les logiciels est indispensable
à une société juste et libre. Le plus gros du travail a été accompli
entre 1983 et 1991 et a constitué la base de nombreux autres projets
qui, à leur tour, ont apporté ces libertés aux utilisateurs de
l'informatique. Le système d'exploitation a été complété en 1992 grâce
au développement par un projet tiers d'un composant central nommé «
Linux ». Le succès du système d'exploitation GNU/Linux a dès lors
encouragé le développement de nombreux autres projets de Logiciel Libre
comme Firefox, KDE et OpenOffice.org. Il existe aujourd'hui des
centaines de distributions GNU/Linux dans le monde, équipant des
millions d'ordinateurs depuis les serveurs web jusqu'aux équipements
électro-ménagers, en passant par les téléphones cellulaires et les
ordinateurs portables.
« Les apports du projet GNU au monde de l'informatique peuvent
difficilement être surestimés », déclare Georg C. F. Greve, président de
la Free Software Foundation Europe (FSFE). « Pour la première fois le
concept de Logiciel Libre est apparu. Le concept de "Copyleft", quant à
lui, a révolutionné la façon dont on protège et répand la liberté. Ces
deux innovations intellectuelles ont constitué la base de l'immense
succès de GNU/Linux, qui est entre-temps devenu le principal concurrent
des systèmes d'exploitation propriétaires dans toute la gamme
informatique, depuis les projets scientifique d'envergure jusqu'aux
ordinateurs portables grand public. GNU a ainsi jeté les bases de la
prise de contrôle par les utilisateurs de leur environnement
informatique et de leurs propres données. »
La FSFE a été créée en 2001 pour promouvoir les objectifs politiques et
sociaux qui sont également la base du projet GNU, et pour soutenir la
florissante communauté européenne du Logiciel Libre. « La FSFE travaille
en étroite collaboration avec ses partenaires d'Europe et du monde
entier pour garantir que l'esprit de l'annonce initiale de Richard M.
Stallman est effectivement mis en pratique. Elle travaille également à
la promotion du message porté par le Logiciel Libre », explique Shane
Coughlan, coordinateur de la « Freedom Task Force » de la FSFE.
Un nombre croissant d'États se tournent vers les Logiciels Libres et les
utilisent dans les secteurs publics et l'éducation. Alors que de
nombreux secteurs commerciaux utilisent depuis longtemps les Logiciels
Libres et y contribuent afin de réduire leurs coûts et augmenter leurs
avantages compétitifs, les gouvernements perçoivent de plus en plus
l'intérêt de ceux-ci en termes de souveraineté, de transparence et
d'indépendance. Par sa nature même qui promeut le partage, la
coopération et la pérennité, le Logiciel Libre garantit que chaque
utilisateur peut choisir et modeler son avenir informatique.

Le fait le plus marquant du mois est l'intense activité de Fellowship
que l'on constate en Europe. Il est réjouissant de constater un nombre
croissant de réunions locales, donnant ainsi aux sympathisants du
Logiciel Libre l'occasion de se rencontrer et d'échanger.
J'ai eu la chance de participer à plusieurs de ces rassemblements et ce
qui m'a le plus impressionné est l'étendue des sujets de discussion
abordés. Les participants parlent de leur région, de leurs
préoccupations au sujet des droits numériques, des perspectives
économiques et exposent des idées de stratégie future. C'est un
environnement de travail très dynamique. J'adorerais assister à plus de
réunions, en particulier chez moi, en Irlande et au Royaume Uni. Si vous

1. La FSFE se réjouit de l'adoption de l'Accord Fiduciaire sur les
Licences (Fiduciary Licence Agreement - FLA) par KDE
Au cours de sa récente assemblée générale KDE e.V. a décidé d'adopter
une version personnalisée de l'Accord Fiduciaire sur les Licences (FLA)
de la FSFE. L'Accord Fiduciaire sur les Licences est une délégation des
droits d'auteur qui permet à des projets de Logiciels Libres de
consolider leurs droits auprès d'une organisation ou d'une personne
unique. Cela permet aux projets de s'assurer qu'ils sont maintenables
juridiquement, ce qui inclut des sujets aussi importants que la
préservation de la possibilité de changer de licence, et l'assurance de
posséder des droits suffisants pour pouvoir assurer l'application des
licences devant un tribunal. Dans le futur, les développeurs du projet
KDE auront la possibilité de consolider leur droits d'auteur sur leur
code en le déléguant à KDE e.V.

Mardi 12 août 2008, à Akademy 2008, Shane Coughlan, coordinateur de la
Freedom Task Force (FTF) de la FSFE, a participé à la table ronde

également resté dans les parages quelques jours, pour discuter avec des
développeurs et échanger des idées. Armijn Hemel de gpl-violations.org
était là aussi mais cette fois ci il était plus occupé par
l'organisation d'une "USB plugfest" que par les problèmes de licences.
3. Les Fellows suédois se rencontrent autour d'un barbecue
Huit personnes étaient présentes au rassemblement organisé à
Slottskogen, qui a duré environ 3 heures. Le temps a été suffisamment
beau pour un petit barbecue. Parmi les nombreux sujets de discussion il
y avait l'utilisation commerciale du Logiciel Libre hors du coeur de
métier, l'occasion en or pour le Logiciel Libre que constitue la
croisade de la BSA sur les utilisations de logiciels propriétaires sans
licence et les moyens d'accroître la visibilité et la connaissance du
Logiciel Libre auprès des utilisateurs non spécialistes. Du temps a
également été consacré à des discussions sur FSCONS, tant pour les
informations pratiques que pour les stratégies à long terme. Deux des
Fellows présents se sont portés volontaires pour la conférence.
4. Réunion de la Fellowship à Nijmegen
Le 28 août Ciaran O'Riordan (ambassadeur de Fellowship) and Shane
Coughlan (coordinateur de la FTF) ont assisté à une réunion de la
Fellowship danoise au café Jos, Daalseweg 309, 6523 CA Nijmegen. Adriaan
de Groot de KDE était également présent et entre les discussions sur KDE
4, l'expansion culturelle du Logiciel Libre et la confection de muffins,
on a bu beaucoup de bière. L'un des principaux sujets de discussion
était les brevets sur les logiciels, un point dont beaucoup pensent
qu'il deviendra une question politique majeure aussitôt que le mandat de
l'actuelle commission européenne arrivera à son terme.
5. Réunion de la Fellowship à Duesseldorf
Le 30 août Ciaran O'Riordan (ambassadeur de Fellowship) et Shane
Coughlan (FTF Coordinator) ont assisté à la dernière réunion de la
Fellowship de Duesseldorf au Gasttaette "Suedstern", Bilker Allee 66,
40219 Duesseldorf. La discussion était animée et allait de l'ingénierie
logicielle pour le confort d'utilisation aux derniers développements
politiques en Allemagne. Comme à Nijmegen certaines conversations
étaient centrées sur les brevets sur les logiciels et ce que nous devons
faire pour traiter complètement cette question.
6. La réunion de la Fellowship de Zurich
Le 15 août s'est tenue une réunion de la Fellowship de Zurich au bureau
Zurichois de la FSFE. C'était la deuxième réunion en ce lieu de nos
Fellows et cette fois nous avons parlé du prochain Jour du Libre. Ben,
notre stagiaire, nous aide à coordonner la distribution de l'information
sur l'évènement à l'université locale. Shane Coughlan était là aussi et
à informé tout le monde sur l'adoption du FLA par KDE.
7. Les nouveaux membres de la FSFE
L'équipe est fière d'accueillir Fernanda G. Weiden, coach de l'équipe
administration système de la FSFE ainsi que Bjorn Schießle, le
coordinateur officiel pour la traduction en langue allemande. Graeme
West est le nouveau stagiaire au bureau de Zurich. Félicitations à tous.

La FSFE se réjouit de la signature de l'accord fiduciaire sur les
licences par KDE
La Free Software Foundation Europe se réjouit de la signature de
l'accord fiduciaire sur les licences (Fiducary License Agreement, ou
FLA) par le projet K Desktop Environment (KDE). Le FLA est une
délégation de droits d'auteur qui permet à des projets de Logiciels
Libres de consolider leurs droits auprès d'une organisation ou d'une
personne unique. Cela permet aux projets de s'assurer qu'ils sont
maintenables juridiquement, ce qui inclut des sujets importants comme
la préservation de la possibilité de changer de licence, et l'assurance
de posséder des droits suffisants pour pouvoir assurer l'application des
licences devant un tribunal.
« Nous voyons dans la signature du FLA par KDE une étape positive et
importante dans la maturité de la communauté du Logiciel Libre »,
déclare Georg Greve, président de la Freee Software Foundation Europe.
« Le FLA a été conçu pour aider les projets à consolider la pérénité
juridique de leurs logiciels afin d'assurer une protection fiable sur le
long terme. KDE est une des plus grandes initiatives des Logiciels
Libres et joue un rôle central dans l'apport de liberté pour les
environnements bureautiques. La décision du projet KDE souligne son
engagement à faire durer cette liberté. »
Adriaan de Groot, vice-président de KDE e.V., l'association derrière le
projet KDE, déclare : « KDE e.V. a approuvé un FLA particulier
directement dérivé d'un exemple de la FSFE comme meilleur moyen de céder
les droits d'auteur à l'Association. Nous reconnaissons que la cession
est une option que les particuliers pourraient vouloir exercer, mais ce
n'est aucunement une obligation faite aux contributeurs de KDE. Il y a
d'autres possibilités de cession du droit d'auteur que le FLA, mais nous
croyons qu'il s'agit du moyen le plus efficace pour ce faire, sans qu'il
soit trop lourd administrativement. L'enthousiasme pour le FLA a été
immédiat: des personnes demandaient des imprimés avant la fin de la
semaine afin de les signer. »
« Le FLA est un document conçu pour fonctionner dans des pays
différents, avec autant de perceptions différentes du droit d'auteur et
de la paternité d'une oeuvre », déclare Shane Coughlan, coordinateur de
la Freedom Task Force. « En tant que projet international, KDE donne un
bon exemple de la manière dont le FLA peut apporter une cohérence
juridique à moyen et long terme. Ce fut un plaisir de participer au
processus d'adoption de l'accord, et la Freedom Task Force de la FSFE
est prête à poursuivre son soutien à KDE à l'avenir. »
L'adoption du FLA par KDE est le fruit de la coopération entre KDE e.V.
et la Freedom Task Force de la FSFE au cours des dix-huit mois passés,
symbole de la collaboration étroite entre les deux organisations
associées.

Dans toute organisation, un certain nombre de tâches font partie des
moins populaires auprès de leurs membres. Ce sont ces petites tâches de
gestion courante, de tous les jours, des tâches ménagères en somme. Et
toute organisation travaillant sous pression a tendance à les accumuler.
C'est pourquoi, après le travail intensif de l'année précédente sur la
mise en place de la Freedom Task Force, les problèmes levés par les
questions antitrust et OOXML, et d'autres sujets encore, la FSFE en a
mis quelques-unes de côté elle aussi.
Heureusement, après une préparation substantielle et trois jours
intensifs, l'Assemblée Générale de la FSFE de juin a pu s'en occuper et
raccompagner tout le monde chez soi, hautement motivé et dépositaire
d'une liste de tâches complète. Les résultats de tout ceci apparaîtront
doucement au cours de l'année à venir.
Cela ne veut pas dire pour autant que l'équipe de la FSFE a été inactive
entre-temps, ce serait même plutôt le contraire. Le projet STACS de
l'Union Européenne a donné de bons résultats, la FSFE a continué à
répandre des informations et de la culture sur les Logiciels Libres et
leurs licences, et la Fellowship n'a jamais été aussi active avec des
rencontres à Vienne et à Berlin.
Les rendez-vous de la Fellowship sont d'excellents points de
rassemblement pour rencontrer les autres et devenir actif. Bien sûr nous
prévoyons d'accroître le soutien du côté de la FSFE sur ces actions.
Mais si vous souhaitez voir une rencontre de la Fellowship se dérouler
dans votre région, vous n'avez pas besoin d'attendre : invitez-en une

1. Assemblée Générale de la FSFE à Zurich, en Suisse
L'Assemblée Générale de la FSFE s'est réunie pour sa rencontre annuelle
à Zurich en Suisse. Pendant trois jours, du 6 au 8 juin, les
participants ont étés enfermés dans les bureaux de la FSFE de Zurich
afin de discuter des projets passés, en cours ou à venir et ont passé en
revue la situation financière et salariale de la FSFE. L'Assemblée
Générale s'est également prononcée pour un changement des statuts qui
seront publiés une fois officialisés auprès des autorités. Restez à
l'écoute.
2. Le projet STACS dévoile le site web Citizens Science
Le projet STACS est fier d'annoncer le lancement du site web Citizens
Science. Le but de ce site est de fournir un point de rencontre commun
aux chercheurs et aux organisations non gouvernementales (ONG), afin de
discuter et de trouver des projets communs sur lesquels travailler à
l'avenir. Citizens Science est administré par le projet STACS, qui est
constitué de la FSFE et de cinq autres ONG, chacune étant dédiée à son
propre domaine d'expertise, comme par exemple les Logiciels Libres, la
démocratie, la santé publique et la biomédecine.

3. La FSFE salue la sortie de WINE 1.0
La FSFE salue et reconnaît l'importance du travail fourni par les
développeurs de Wine, dont les efforts aident de nombreux utilisateurs à
migrer vers les Logiciels Libres. Matthias Kirchner précise à ce sujet :
«Pour imager la situation, Wine fournit la même assistance que les
roulettes apportent aux enfants qui apprennent à faire du vélo, elles
éloignent l'appréhension et aident les enfants à apprendre par eux mêmes
- tout comme Wine compense la charge induite par les logiciels
propriétaires sur leurs utilisateurs.»

4. Examen de l'importance des licences de Logiciels Libres à l'IOTC
2008, Irlande
Shane Coughlan a représenté la FSFE à l'IOTC 2008 à Dublin en Irlande.
Il a donné une conférence le 18 juin sur les Logiciels Libres en
entreprise. Parmi les autres intervenants de ce salon, citons Graham
Taylor de l'Open Forum Europe, Adam Jollans d'IBM et Stephen McGibbon de
Microsoft. Les discussions ont été vivantes et un certain nombre
d'opinions sur le futur du marché des logiciels en Europe du nord-ouest
ont pu être présentées.
5. Rencontre de la Fellowship à Vienne
La vingt-troisième rencontre de la Fellowship autrichienne s'est
déroulée le 20 juin à Vienne. La rencontre informelle a débuté à 18h,
tandis que le programme officiel débutait à 19h. En plus des Fellows, la
Fellowhip autrichienne avait étendu l'invitation à toutes les personnes
intéressées par la FSFE et le Logiciel Libre. La popularité de
l'évènement continue de croître.
6. Rencontre de la Fellowship à Berlin
Le groupe de la Fellowship de Berlin s'est réuni le 12 juin au
NewThinking Store. La rencontre a débuté à 19h30 et était ouverte à
toutes les personnes intéressées pour discuter de Logiciels Libres.
7. La FSFE accueille un nouvel administrateur système
Les besoins système de la FSFE sont trop importants pour être assurés
uniquement par des bénévoles, ils requièrent une attention
professionnelle. Après une recherche en Europe, le choix s'est porté sur
Emil Radulovic, de Serbie, membre de l'équipe serbe de la FSFE et de
l'organisation associée FSN Serbia. Après avoir passé en revue les
systèmes de la FSFE, Emil commencera à prendre en charge
l'infrastructure en commençant par la Fellowship.

8. «Comment le projet SELF a aidé à la construction de structures pour
la liberté» conférence à FKFT, le 16/07/2008
Le projet SELF a contribué à des niveaux divers à la liberté dans
l'éducation et les logiciels. Le travail du groupe d'experts juridiques
de SELF (SELF Legal Experts Group - LEG) a permis d'évoluer vers une
meilleure compréhension des Standards Ouverts et a fourni une ligne de
référence pour les matériels éducatifs libres. Le coordinateur du groupe
SELF LEG et président de la FSFE, Georg Greve, fournira un aperçu sur la
manière dont le projet SELF a permis d'avancer dans l'état de l'art, et
comment le travail effectué au sein du consortium SELF bénéficiera à
long terme à la communauté du Logiciel Libre.
9. «Les licences qui soutiennent la liberté» conférence à FKFT, le
16/06/2008
Shane parlera des différents types de licences qui laissent et protègent
les libertés d'utilisation, d'étude, de partage et d'amélioration autant
dans la technologie que dans l'éducation. Il passera en revue les
principaux obstacles que des plate formes comme SELF pourraient
rencontrer au plan juridique et quelles sortes de mécanismes
permettraient de soutenir une infrastructure juridique sûre. Il parlera
également du travail de la Freedom Task Force dans le domaine de la
formation et également de ses services d'aide liée à l'assistance
juridique des Logiciels Libres en Europe.
10. La Fellowship de Zurich, le 18/07/2008
Une rencontre de la Fellowship est prévue aux bureaux de Zurich de 18h à
19h30 le vendredi 18 juillet. Quelques bières seront offertes
gratuitement et les Fellows alentours sont cordialement invités. Ce sera
une bonne occasion de se rencontrer en personne, de discuter des moyens
de répandre les notions de Logiciel Libre en Suisse, et plus
généralement de passer du bon temps. Cette rencontre sera placée sous la
houlette de Shane Coughlan, le coordinateur des activités juridiques de
la FSFE. Toutefois, il a promis de ne pas parler des licences... à moins

Les déboires de la normalisation ont encore défrayé la chronique ce
mois d'avril, ce qui n'a pas empêché la FSFE d'être aussi très présente
sur d'autres fronts.
La Freedom Task Force de la FSFE a accueilli à Amsterdam le premier
atelier européen sur les aspects juridiques et sur les licences libres.
Il a conduit à un large consensus entre de nombreux acteurs européens
concernant l'armélioration de l'infrastructure juridique pour le
Logiciel Libre en Europe. Au Brésil, le neuvième forum du FISL a permis
de nombreuses discussions sur l'adoption et l'évolution des technologies
libres.
La Fellowship et les volontaires de la FSFE ont aussi été très actifs.
Les Fellows de Berlin ont tenu un stand lors de la sortie d'une version
majeure d'une distribution et les volontaires italiens ont travaillé à
la pérennisation de la structure de leur équipe.

1. L'atelier de la FTF conduit à un large consensus sur
l'infrastructure juridique européenne des licences
L'atelier sur les aspects juridiques et sur les licences libres en
Europe, organisé par la Freedom Task Force de la FSFE, a donné lieu à
des discussions productives et à un large consensus sur les points clés
des licences libres entre les parties prenantes commerciales et non
commerciales. La rencontre a eu lieu à Amsterdam début avril et a fait
salle comble. Shane Coughlan, coordinateur de la FTF, acte que «c'est un
exemple de la maturité grandissante du Logiciel Libre en Europe. Nous
avons fort à faire pour assurer une infrastructure robuste pour soutenir
la communauté, mais comme l'a montré l'atelier, toutes les parties
prenantes ont la volonté et la capacité à créer cette infrastructure.»
Les travaux de l'atelier seront rendus publics sous peu.
2. Le manque de qualité dans la normalisation : un sérieux problème
«La FSFE a publié ses “Six questions aux organismes nationaux de
normalisation” avant le second vote du 2 septembre 2007 [1]. Considérant
les affirmations à propos des progrès effectués par MS-OOXML, on aurait
pu espérer qu'au moins une des questions donne lieu à une réponse
affirmative», déclare le coordinateur adjoint Matthias Kirschner, qui
poursuit : «Malheureusement, ce n'est pas le cas. Les problèmes tels que
le "canular du convertisseur" [2] et les "Questions à Microsoft sur les
formats ouverts" [3] demeurent posés. Tout comme "Obsolète avant même
d'avoir servi" [4] et "Les misères de l'interopérabilité avec MS-OOXML"
[5] le démontrent, l'interopérabilité avec MS-OOXML est sévèrement
restreinte en comparaison aux Standards Ouverts. À ces problèmes
s'ajoutent les inquiétudes juridiques émises par plusieurs parties [6]».
Le vice-président de la FSFE Jonas Öberg déclare : «les gouvernements
doivent désormais s'interroger sur la signification réelle de la
validation par l'ISO. Comme cela fut démontré par les normes MPEG, la
validation d'une norme n'a jamais signifié qu'elle puisse être qualifiée
de Standard Ouvert.»

3. Le placement sous licence comme impératif stratégique, conférence
au FISL (Forum International du Logiciel Libre)
Shane Coughlan, coordinateur de la Freedom Task Force de la FSFE, a tenu
un discours sur l'importance stratégique du placement sous Licence Libre
lors de la conférence annuelle du FISL à Porte Alegre, au Brésil. Le
FISL a pris de l'ampleur au point d'être peut-être le plus important
rassemblement sur les Logiciels Libres au monde. Cette année, 7 000
personnes y ont participé et parmi les invités remarquables, on trouvait
Jon 'Maddog' Hall et Theodore Ts'o de la Fondation Linux, Mitchell Baker
de Mozilla Corp, des figures europénnes comme Knut Yrvin de Trolltech ou
Bram Moolenaar, le créateur de VIM.
4. Le groupe de la Fellowship à l'occasion de la sortie de la version
majeure d'Ubuntu, à Berlin
Le groupe de la Fellowship de Berlin a pris part à l'évènement organisé
pour la sortie de «Hardy Heron» au Cbase de Berlin, et ont écouté le
discours de leur compère Fellow Torsten Grote à propos de Gobuntu — un
système d'exploitation Libre GNU/Linux — et de l'importance des
Logiciels Libres en général. Le groupe y a aussi tenu un stand qui a
attiré de nombreux visiteurs intéressés par les activités de la FSFE.
Bien qu'Ubuntu ne soit pas un logiciel entièrement libre, il a largement
contribué à faciliter l'accès aux logiciels libres pour tout un chacun.
La Fellowship de Berlin voulait aussi se servir de cela pour ouvrir la

6. Linuxwochen, Vienne, Autriche (du 15 au 17 mai 2008)
Du 15 au 17 mai, un évènement de la Linuxwochen en Autriche se tiendra
dans le bâtiment de la Chambre du Commerce autrichienne, 1 place Rudolf
Sallinger, 3ème district, Vienne. Un groupe de Fellows sera présent avec
un stand sur lequel ils informeront sur la FSFE, la Fellowship et les
Logiciels Libres en général. L'entrée est libre sur tout l'évènement..
7. Rencontre de la Fellowship à Vienne (17 mai 2008)
La vingt-deuxième rencontre de la fellowship autrichienne sera intégére
aux évènements de la Linuxwochen de Vienne. Les Fellows et autres
personnes intéressées pourront se rencontrer au stand de la FSFE pendant
tout l'évènement pour discuter, et se joindre le dernier jour de
l'évènement à l'After-Show-Party.
8. LinuxTag 2008, Berlin, Allemagne (du 28 au 31 mai 2008)
Comme les années passées, la FSFE sera présente avec un stand à LinuxTag
2008 qui se déroule au centre des exposotions de Berlin sous la
Funkturm. La FSFE informera les visiteurs sur des aspects variés des
Logiciels Libres, comme la Freedom Task Force, les brevets logiciels, le
projet SELF, la GPLv3, notre travail aux Nations Unies, ou encore la
Fellowship de la FSFE. Il est également prévu de vendre des T-shirts de
la FSFE et des livres sur les Logiciels Libres.
9. Conférence «Implémentation stratégique de Logiciels Libres en
entreprise» à eLiberatica (le 30 mai 2008)
Shane Coughlan, coordinateur de la FTF, donnera une conférence intitulée
«Implémentation stratégique de Logiciels Libres en entreprise» à

Encore un mois bien chargé pour la liberté du logiciel. La question
des standards ouverts a continué de dominer les discussions dans le
domaine des TIC avec l'acceptation comme standard, par l'ISO, de la
proposition MS-OOXML. La FSFE et de nombreuses autres entités ont
suivi ce processus depuis le début et ont des raisons d'être
préoccupées par l'état de la normalisation internationale. Plus

La liberté des documents, l'ouverture des accès et les licences des
logiciels sont des sujets de conversation de plus en plus importants.
La prise de conscience sur ces sujets n'a jamais été aussi grande,
mais en même temps les défis auxquels il faut faire face n'ont jamais
été aussi difficiles. Alors que le Logiciel Libre prend de l'essor,
ceux qui soutiennent les restrictions et les contraintes s'évertuent
à miner notre mouvement. Nous avons besoin de votre aide pour garantir
que les preneurs de décision en Europe et au-delà, continuent à prendre

1. MS-OOXML approuvé par l'ISO, la FSFE inquiète au sujet des
processus de normalisation
Microsoft a reçu en décembre 2006 sous la dénomination
d'Ecma-376 l'approbation de l'Ecma pour la documentation partielle de
son format de fichier Office 2007. L'Ecma a ensuite soumis Ecma-376
pour approbation ISO en tant que DIS29500. Ceci a provoqué une
inquiétude relative à la possibiilité que toutes ces démarches ne
soient rien d'autre qu'un mouvement stratégique visant à obtenir à
tout prix l'approbation ISO à des fins purement mercantiles, malgré
les dénégations de la partie adverse.
L'expérience personnelle de la FSFE dans plusieurs pays et les
rapports concernant diverses irrégularités à travers le monde ont
confirmé ce soupçon. Ces mêmes soupçons planent sur l'approbation
définitive de MS-OOXML comme norme ISO. La certification ISO n'a
jamais été une fin en soi pour les standards ouverts, comme cela a
été démontré par des formats étouffés sous les brevets, comme le
MPEG. Mais si une documentation présentant des lacunes techniques
obtient l'approbation de l'ISO, cela doit nous conduire à nous
interroger sur l'ISO à un niveau bien plus fondamental.

2. Rapport contextuel de la FSFE : problèmes d'interopérabilité avec
la MS-OOXML
La FSFE a rendu un rapport contextuel sur les problèmes
d'interopérabilité provoqués par le format Office OpenXML de
Microsoft: «La spécification MS-OOXML/DIS29500 proposée suscite de
sérieux doutes techniques et légaux. Ce rapport met en avant trois
exemples sur la manière dont la spécification proposée et son
implémentation pratique dans MS Office 2007 entravent
l'interopérabilité, encouragent la dépendance envers les fournisseurs
et résultent en une distorsion de la concurrence sur le marché.»

3. Journée de la Liberté du Document - jeune mais costaude
Nous avons le plaisir d'annoncer que la première journée de la
Liberté du document a été un franc succès. L'écho que nous avons reçu
des équipes pendant les préparations et le processus
d'enregistrement, s'est traduit par de nombreuses activités le 26
mars partout sur le globe. Les équipes Document Freedom Day (DFD) ont
fait de leur mieux pour faire passer le message de libération des
document et insister sur l'importance des standards ouverts. Des
drapeaux DFD ont été déployés à travers le monde en Afrique, en
Australie, en Asie, en Europe et en Amérique du Nord et du Sud.
Les évènements et les activités de plus de 200 équipes de la DFD
allaient de la manifestation de rue et de discours, à la remise d'une
distinction à l'administration gouvernementale allemande qui a adopté
une bonne politique dans le domaine de la Liberté du Document et des
Standards Ouverts. Nous exprimons notre plus grande gratitude à
toutes les équipes DFD pour leur participationà la communauté et leur
contribution pour faire de DFD08 un succès.

4. Ouverture aux journées Linux de Chemnitz, Allemagne
Shane Coughlan, le coordinateur de la Freedom Task Force de la FSFE a
prononcé le discours d'ouverture des journées Linux à Chemnitz, le 1er
mars à 13 heures. Le titre de son introduction était «Le Logiciel
Libre au centre des TIC» («Free Software in the ICT mainstream») et
portait sur des questions allant des licences au Logiciel Libre sur
le poste de travail. Le message clef de son discours était que nous
avons déjà parcouru un long chemin, et que maintenant que nous
représentons un courant fort de la technologie, nous pouvons
accomplir encore davantage. La grande question subsistant pour chacun
étant simplement : «de quelle manière vais-je contribuer?»

5. La FSFE s'associe au lancement de l'initiative de Parlement Ouvert
La pétition pour un Parlement Ouvert a été lancée en mars pour
initier une refonte de la politique du Parlement Européen en ce qui
concerne l'utilisation interne de logiciels et le format de fichier
pour la publication des informations. Si cette pétition reçoit
suffisamment de soutien pour lancer une révision, la FSFE aura un
rôle de meneur dans le processus. La pétition officielle est une
question interne au Parlement Européen mais il existe également une
pétition en ligne par laquelle la FSFE demande à tous ceux qui
soutiennent le Logiciel Libre d'afficher leur adhésion. Cette
pétition a été lancée en collaboration avec OpenForum Europe et
ESOMA. De plus amples informations à ce sujet seront bientôt
disponibles sur les blogs de fsfe.org.

6. Discours sur les licences de Logiciels Libres et la GPLv3 à l'OSiM
USA
Shane Coughlan, le coordinateur de la FTF a prononcé un discours
intitulé «La GPLv3 a-t-elle amélioré les licences de Logiciels
Libres, une analyse» («Analysing Whether GPLv3 Has Improved Free
Software Licensing») à l'OSiMUSA mardi 12 mars à San Francisco, USA.
Le discours a couvert des sujets allant de la création de la GPLv3 et
à sa place dans le processus de licence, jusqu'à examiner la place de
la GPLv3 dans le marché de demain. Les échos ont été très positifs et
il s'en est suivi des discussions productives avec des représentants
de compagnies de télécommunication.
7. La FTF donne des cours de licence à Zurich, Suisse
Shane Coughlan, le coordinateur de la FTF a donné deux cours à
Zurich, en Suisse dans le cadre du programme de la Free Task Force
pour améliorer la prise de conscience et la compréhension des enjeux
de la licence des logiciels. Le 7 mars, une session d'une demi-
journée intitulée «Le Logiciel Libre dans le secteur public» («Free
Software in the public sector») a eu lieu et le 21 mars, une autre
session d'une demi-journée intitulée «Introduction aux licences de
Logiciel Libre» («Introduction to Free Software licensing») a été
proposée à un auditoire d'avocats et autres acteurs locaux du

infrastructure juridique pour le Logiciel Libre en Europe. Une grande
partie de notre travail est basée sur le contact direct avec les
personnes et la contribution de Google va nous permettre de l'améliorer»
déclare Shane Coughlan, coordinateur de la FTF. «Les formations, la
présence physique dans les pays et la distribution de fournitures dans
leur propre langue sont des aspects essentiels de la construction d'une
communauté européenne cohérente.»
«La Free Software Foundation Europe travaille à la promotion et la
protection des Logiciels Libres en Europe depuis plusieurs années et la
Freedom Task Force est un bon exemple de leur vision à long terme pour
aider la communauté» explique Jeremy Alison, membre de l'équipe
technique et ingénieur logiciel chez Google. «Je crois que ce qu'ils
font est utile et je suis fier de voir Google contribuer à leurs activités.»
La Freedom Task Force de la FSFE aide les personnes, les projets et les
entreprises à comprendre les licences des Logiciels Libres ainsi que les
opportunités qu'elles représentent. Les activités de la FTF incluent de
la formation, du conseil et le maintien d'un réseau juridique et
technique (European Legal and Technical Network). En outre, elle
favorise les bonnes pratiques au sein de la communauté européenne du
Logiciel Libre.
