A simple result of the fact that FSF stopped working on SCCS.
If you like to see free software to be used, you need to support it...
SCCS is the official standard for revision control.

The Free Software users in Germany have created a website at
http://www.bundestux.de/english.html to let the Bundestag know that
the Bundestux supports the use of Free Software in the Parliament, from
Desktop to Server.
It is a complicated but open debate going on in Germany.
The FSFE already wrote one open letter (in German)
to stress that Free Software will help the government to stay
independent, which is crutial for democray.

Someone goofed when designing the survey, I guess.

I found this in slashdot:
http://www.osdn.com/bcg/
One of the most interesting features of this presentation is the
separation of the community in 4 groups that have different motivations
to write Free Software:
Believers (33%) - it is a matter of liberty.
Skill Improvers (25%) - improves programming skills.
Fun-seekers (21%) - the code is stimulating to write.
Professionals (21%) - uses the code for work needs.
I think this could help us try to understand better how some of the
developers think and how to reach them.

When reading through the text at
http://www.parti-socialiste.fr/tic/ps-tic_2002.php
(in french) I wondered whether the person you met was from the Parti
Socialiste ;)
Excerpt from the resolutions of the Parti Socialiste, Jan. 26 2002 (about
two-thirds down the text, []-comments are mine):
--- cut ---
[eng.: the right for interoperability
and support for Open Systems should be codified in law]
[..]
[eng.:
software developed for public administration should systematically placed
under Free Licences]
[eng.:
Documents published or archived by the state should be converted to open
standards]
[..]
[eng.: Open Standards and the basics of
interoperability should be promoted for the public sector, notably the
education system.]
[eng.: Some points guaranteeing the
spread of technology and communication: Free choice on software to use,
ease-of-use of this software, personal know-how on these technologies, open
standards and compatibility]
[..]
[On Software Patents and Free Software]
[eng.: Refuse the
patentability of software]
[..]
[eng.: Free Software was a cornerstone of technological innovation during
the past 20 years. FS applies principles of the area of research and
universities to the information economy: exchange, emulation, distributed
cooperation. For the Parti Socialiste, FS is a building block for an open
information society.]
