[WikiCaretakers] Help needed for creating the user info page

Hello Caretakers,

this probably happened due to the renaming of Fellows/Supporters. The
immediate cause might be ACLs on one of the parent pages, but I suggest
checking the wikiconfig.py file first.

Look for "user_homewiki" in particular.
