[WikiCaretakers] FYI: Change in mailing-list policy

Hi everyone!

Together with Thomas I've decided to allow non-member posts to this list for 
the time being. There are two simple reasons:

1. So far, virtually no spam ends up in the moderation queue.
2. Basically every first-time sender ends up in the moderation queue because 
they don't know they need to subscribe first.
