[WikiCaretakers] Missing Licensing Policy

Dear all,

This is not the first time team@ has discussed licensing issues with our
own content. I recall myself and Paul raising issues with the licensing
of our JavaScript when Karsten was still president; Max has raised
issues with the licensing of our CSS files in the past; Hugo has raised
problems with the licensing of some photos on our web page; Matija has
proposed converting our verbatim-copying licence to CC-BY-SA. All these
discussions contained points relevant to the formulation of a licensing
policy and a possible relicensing of any content. As such, I ask you to
put the present discussion on hold until next week. Meanwhile, I will
summarize the previous discussions in their relevant parts and outline a
few proposals that could form the basis of a future licensing and
contributions policy.
