[Fsfe-se] Första utkast tillöversättning och ordlista

Hej Jon.

Jag har tidigare översatt en del engelska texter om fri och öppen
programvara och jag tyckte då att Statskontorets och Nordiska
ministerrådets webbplatser var till stor hjälp.

Jag tror också att vi bör synka termerna med deras ordlistor (använd
t ex "fri programvara" istf "fri mjukvara")
