[Fsfe-ie] EC consultation on EU Copyright Rules

Just realised that I was supposed to get this done, and hadn't, sorry,
but looking at their website I see we've got more time:

    Period:
    From 05.12.2013 to 05.03.2014 (deadline extended)

Phew.  I'll get on with drafting something soon.
