[Fsfe-ie] FFII's draft of a new anti-swpat petition

FFII will launch a new anti-swpat petition on Sept 24th, so they're seeking
comments on the draft befor Sept 22nd:

At a skim I see plenty of rough edges, so if you're going to dig in, I'd
recommend sending them one comment per issue rather than trying to build up
a complete comment detailing all issues (it might never get finished).
