The queries come from the IFSO, not from Stallman. We are looking to
have a copy of the lecture available online in a unencumbered format
under a free liscence. So the questions go: 

1. Is the webcast being recorded locally as well as being webcast? 
2. If so will it be made available in unencumbered formats (the IFSO can
transcode and host the recordings, acceptable formats would include:
Video - theora, mpeg1. Audio - ogg speex, ogg vorbis) under a free
liscence (freely distriutuble, as long as attribution is given).  
3. If no recording is planned the IFSO can do it's own recording, if
this is the case are radio/wired mics being used? And can we have a
feed?

Mplayer (while not completly free) will play WMV9 (possibly only with
non-free libraries.. unsure here). Since it's heanet's webcast it's up
to them as to which format they stream in. The best i can say about wmv9
is that it's common and not RealVideo, i don't know of a popular,
stable, free codec.
