That is the official FFII/Greens-EFA suggestion. (I think eurolinux
was folded into FFII.) I found a link to the proposal from this page:

I can't find any big discussions, I'm hoping this is because national
groups are discussing it.  I've met with the FFII people as well
as people from national software-freedom groups in the EU.  Many
of these groups are quite impressive but there is no umbrella
group or unified mailinglist.  (The FSFeurope is tryind to solve
this problem.)
