[Fsfe-ie] Letter about EUCD implementation

Getting our favourite line
re-added to 374 would violate 6(1) of the EUCD, but maybe it's okay
for Ireland to violate the EUCD (if Finland can throw it out, I think
we can breach one clause).  It might also give us better leverage when
the 3-year review period comes up.

The other idea I had was:

How about this: get 5(2) of the draft implementation:
"Where the beneficiary has legal access to the protected work or
subject-matter concerned, the rightsholder shall make available to the
beneficiary the means of benefitting from the permitted act."

amended with:
"Means of benefitting shall be permission to circumvent, or permission
to make use of a protection-defeating device to make legal use of a
copyrighted work, if no other practicable means is provided."

maybe this is stupid, or maybe it would be good as a second example of
what we are asking for.  Letter is looking good.

Myself and martin keegan have started to discuss a plan for the 3-year
review period but there's no point confusing the thread with it now,
so I'll go into it after the letter is done.  (In short, IFSO should
get support of all related orgs and fight for a change to 6(1) of the
EUCD.  This would be a big campaign, but there will *never* be a Free
Software DVD player until we get the EUCD changed.)  The review is
coming up in about 12 months, I think, so this would have to start
soon.
