Ja, hier besteht noch Handlungsbedarf und zwar deswegen, weil die
Lizenzbedingungen im besten Fall unklar ausgedrückt sind.
Wahrscheinlich steht das Gesamtpaket rein rechtlich schon unter GPLv3,
aber das ist nicht direkt klar ersichtlich.  Ich habe den Eindruck es
wird hier versucht, die GPL doch irgendwie auf nicht-kommerziell
festzunageln; eventuell wird aber auch einfach der Begriff
"kommerziell" falsch verwendet (wird ja oft mit unfrei verwechselt),
aber den Eindruck habe ich nicht.

Ich habe einfach das Paket runtergeladen und darin enthalten ist eine
Datei namens LICENSE.txt.  Da steht ganz am Anfang folgendes:

"You are free to copy, distribute and transmit GeoGebra free of charge
for non-commercial purposes (see conditions and details below)."

Dann werden die Mitwirkenden aufgeführt.  Danach kommen die genauen
Bedingungen.  Die fangen folgendermaßen an:

"GeoGebra Non-Commercial License Agreement

[...]

PLEASE NOTE THAT THIS LICENSE IS INTENDED FOR NON-COMMERCIAL USE OF
GEOGEBRA ONLY. IF YOU INTEND TO USE GEOGEBRA FOR A COMMERCIAL PURPOSE,
PLEASE CONTACT office at geogebra.org TO ARRANGE A COLLABORATION AGREEMENT
WITH US BASED ON OUR COMMERCIAL LICENSE TERMS.

[...]

Non-commercial License Terms

1. This License incorporates (by reference) additional license terms
published by the Free Software Foundation and the Creative Commons
Corporation. In the event of any conflict between those additional terms
and the terms of this License, the latter shall prevail."

Gerade der letzte Satz kann natürlich so nicht stehenbleiben.  Man kann
nicht die Ansprüche, die sich aus der GPL ableiten einfach so
wegdefinieren.  Man kann sich zwar jetzt eventuell auf den Standpunkt
stellen und sagen, dass die GPL solche zusätzlichen Einschränkungen
nicht zulässt und damit einfach die GPL pur gilt, aber dann ist es
zumindest sehr verwirrend formuliert (und in dem Fall auch unnötig).


Anschließend kommt folgendes:

"2. The GeoGebra installers, web services and various copyright
materials, graphics and resources made available are licensed to you on
a limited, non-exclusive, personal, non-transferable and royalty-free
license under which you are free to use, copy, distribute, modify and
transmit the GeoGebra installers, web services and the copyright
materials PROVIDED THAT you only do so for non-commercial purposes"

Das geht natürlich auch nicht so einfach.  Aus der GPL leiten sich
Ansprüche ab, egal, ob es sich um Binaries order um Quelltext handelt.

Erst jetzt kommt in der Lizenz die Erklärung was man laut GPL darf,
aber die gilt laut diesem Dokument ja nur für den Quellcode.

Jetzt kommt es aber noch toller:
"7. You may install GeoGebra on multiple devices in multiple locations
PROVIDED THAT you always use the Software for non-commercial purposes
and otherwise in accordance with these License terms.

[...]

10. This License is personal to you and you must not assign it to a
third party or permit any third party to benefit from it without our
prior written consent.

11. You will notify us immediately if you become aware of any
unauthorised use of the whole or any part of the GeoGebra software (and
all related resources)."

Wenn das gelten würde, wäre die Software natürlich ganz klar unfrei.
Ich schätze das ganze ist in Debian, weil ja GPLv3-Bibliotheken
verwendet werden, dadurch das Gesamtpaket unter GPLv3 steht und die
zusätzlichen Einschränken nicht zulässig sind.  Aber für so eine
Einschätzung braucht man wohl einen Anwalt (ich bin keiner) und das
kann ja wohl kaum das Ziel sein.
