FS prefered for EU's Connecting Europe Facility (CEF) programme?

Hello,
does somebow know if Free Software solutions are getting a plus
or are preferred for software that is developed within
the European Union's Connecting Europe Facility (CEF) funding programme.

If so, is there a place where this is publically stated?
