United Nations' policy regarding Free Software?

Does the United Nations organization have a policy regarding Free Software
and its mission? And how does this affect the 17 specialisted  UN 
organisations?

Does the UN prefer to use and republish improvements with Free Software?

I found a general statement of the Secretary General's speech from 2010:

A lot of old links from the UNESCO portal of Free Software seem old.
Does somebody know more?
