has really ugly fonts in xpdf/evince/gv/mupdf. Do you regard this as a
PDF document?

As far as I understand it is not a valid PDF document since it uses
fonts that it does not embbed. However, neither of those programs
shows any warning to user about this so they conclude that
xpdf/evince/gv/mupdf are just broken.
