I'm nobody to speak for them, but from the information posted in their wiki
I guess that "The results will be forwarded directly to the Department of
Energy and Infrastructure in Sweden" in an aim to influence "EU-presidency
during the second half of 2009" in search of "access to a free internet
without intrusive surveillance".
