This is certainly a difficult question.

A complete ban would probably be bad for freedom, but there are some cases
where a bad would be a good idea, such as in government offices and schools.

Less certain, even if everyone is free to develop and distribute non-free
software (even if it's unethical), maybe a ban on selling non-free software
would be reasonable.
