I thought about this but decided that the distinction isn't obvious, so even
if the webpage is technically correct, it's still a poor choice of words or
it needs to have the difference between restrictions and requirements
explained.

My suggested new wording was:

  Copylefted software is free software whose distribution terms do not let
  redistributors add any additional restrictions which would prevent
  recipients having the four freedoms or to make using those freedoms
  excessively inconvenient when they redistribute or modify the software.

Or:

  Copylefted software is free software whose distribution terms do not let
  redistributors add any additional restrictions which would make the
  software non-free software when they redistribute or modify the software.
