GPL License with clause for Web use?

What's the problem?

Licence proliferation can be a pain, but in this case there is no
incompatibility and the additional complexity is only two paragraphs.

The number of licences in existence hasn't even changed.  The Affero licence
already existed with GNU endorsement.  Superceding it with the GNU Affero
GPL does nothing other than arguably increasing that endorsement.
