discussion on cultural sponsorship in germany

Hi,

Currently in germany there is a discussion for public sponsorship of game 
development. The government decided to start a program to support cultural 
valuable games.

I wonder if this could be used to bring free game development into the debate. 
E.g. one could demand that one criteria for such sponsorships should be free 
software. One could also think of things like "if you take support from this 
program, you'll have to release your source under a free license x Years 
after the release".
