EU requesting input: Consumer confidence in digital environment

Hello Laurence,

Is there a framework or consultation document for comments to be made on,
or can they be totally free-form on the general topic?  I expect a lot
of people reading for the list could rant for Europe about digital
devices which limit their possibilities, but maybe that's suboptimal.
