1. GNU doesn't label things not meeting its standard for free
software so clearly - they are mixed into many tarballs;
Because GNU doesn't need to label it, they don't include, distribute,
or promote any non-free software.

GNU is distributed from ftp.gnu.org, so is UTUTO-e.
