Wow!  I don't remember seeing that :)  Thanks Alex.  I guess I must have
encountered it somewhere?

They mention a Microsoft Research report in the article, but don't
provide any links.  I have googled, and came up with this link:

MS had a competition to generate ideas for Digital Inclusion.  It looks
like they generated a significant amount of research, though it's not
clear if they will follow through with product development.
