No. It is very clear, at least to me.

Theory:
"Under the terms of this License" != "a compatible license"

Proof by example of falsehood:

If "Under the terms of this License" == "a compatible license"
then all compatible licenses have the same terms.

X11 is compatible with the GPL and does not have the same terms (which
are required).

Hence "Under the terms of this License" != "a compatible license"
