gnu web site and JDOM license : Compatible with GNU GPL ?

Dear All,

We have looked around the JDOM license.

We are trying to finger out if the license is compatible or not with the 
GNU General Public License. 

The "promotion" clause is optional this is a good point. But regarding the 
point 3 and 4. This could be a restriction to a distribution (so to user 
freedom). 

Is there an "official" statement regarding the compatibility of JDOM 
license with the GNU General Public License ? 
(Maybe to add that on the gnu web site ?)
