Depends on the meaning of free. It's already free as in free beer. But
it certainly isn't free as in free speech and that really sucks. I
can't convert the text to texinfo and makes a Debian package of
it. I've wished a lot of times I could read POSIX with just the info
system. I don't see it becoming libre in the near future. :(
