CVS uses RCS as a backend and the format of RCS is well documented:

$ man 5 rcsfile

There are papers on CVS and the structure of the system including the
format of all files is documented in the .info file.  Or get Karl
Fogel's book on CVS.

Undocumented?  Proprietary?  You might want to switch do GNU/Linux
Debian, an "apt-get install cvs" gives you access to all the
documentation.

The problems of CVS are well known and Subversions is being developed
to fix these *and* to provide an easy way to migrate form CVS.
