Our call for action is such a bulleted list:

The advantage of that list (apart from the content itself, that 
I don't know yet how compares to yours) is that it is already 
endorsed by quite a few people, companies, and associations.

I sent it to this list dec the 1st 2002 (to a thread parallel to the 
one which we started talking of swpats, but maybe you were not here 
yet. Sorry about that if I've made you repeat work.
