The charter is more related to discussion of the software of the GNU
project IIRC.

I occasionally read de.comp.gnu.
Maybe some of the german speaking readers can help us out and 
post somethink about the FSFE there.
(I also know that some people are already here and on de.comp.gnu.  :) )
