EU nations have to "transcribe" (that is, integrate) new EU regulations
in their national laws within a limited period of time (2 years, I
think).

For non-EU countries, it is a matter of international pressure, like
the one the USA is putting on Europe. Or it could be the matter of a
vote at the WTO, at majority...
