The chapter construct partly is a legal "hack" to get a European 
organisation structure for the FSFE. For some reasons it is
necessary for others it is not. 

A lot of list just have been founded as people wanted to have them.
There is no rule that we must have a list for each chapter.
The French speaking people in Switzerland might have reasons to 
join a FSFE list where the language is French.
