After the work on /KnowHow, there's almost nothing left under /HowTos, except the CoC. (Actually, I was very confused about this today as the top menu still says "HowTos", but actually link to "KnowHow" :-)
I would tend towards moving the CoC to KnowHow/FSFELife unless anyone objects, and then completely remove the HowTos section including changing the name of the top level heading.
