Hello Olga,
You can attach documents to a Wiki page, and afaik. those Attachments can be versioned.
To link to an attachment from within the Wiki, you should use the form
[[attachment:WikiPage/file.name]]
To display attachments on a page, you can use
<<AttachList>>
From what I understand, attached files are searchable using the regular Wiki search, but I do not know if this will work, e.g. for PDF and ODT files.
Here is some more documentation:

I am not sure to what degree the Wiki will be suitable to act as a document management system, but I would say it beats linking to various external file hosters by a good length.

Dear Jonas, dear Paul,
Do you know if there is a way to have a repository on the wiki, where people could store documents, concerning the Freedom of Information Requests they are submitting. [ https://wiki.fsfe.org/Activities/PublicProcurementForNonFreeSoftware ]
If yes, is it advisable? Or is it better to just link the requests from the wiki to the other repositories where they are stored, eg Gitlab?
Thanks a lot! Best regards, Olga
