About the usage of PDF readers in Romania (and the spreading of the free ones), it worths mentioning that one major obstacle we face is the introduction of electronic signatures for professional accountants and the associated legal requirement to use Adobe Reader 8.2.0 (not newer!) for signing the filled tax forms.
This is monthly work for any accountant in Romania; the limitation to Adobe Reader 8.2.0, imposed by the technical norms of the National Agency for Fiscal Administration (ANAF http://www.anaf.ro) is a major barrier in spreading Free Software, since no free PDF reader we know of provides equivalent functionality.

Any further collaboration between FSFE and the Romanian community, regarding this issue, will be highly appreciated. Romanian authorities tend to be more responsive to demands coming from Europaen level than to those coming from internal - as demostrated by the PDFReaders campaign success of 68% in Romania :)
