Bei mir kommt eher die frage auf, ob eine entsprechende vorschrift im sinne freier software ist. Freie software will sich , nach meiner auffassung, den zwaengen der properitaeren software entziehen. Da waere eine vorschrift entgegen der philosophi von freier software.

Der Begriff "Freie Software" ist von der FSF klar definiert. Darauf kann ich mich in dieser Regelung also direkt beziehen.

Jedoch stelle ich mir die Frage, ob es überhaupt sinnvoll ist, in einem Regeltext (z.B. einer Vereinssatzung) konkret festzulegen, dass nur SW mit Lizenzen aus eben dieser (oder einer anderen explizit zu benennenden) Liste verwendet werden darf?

Wenn du mit "Philosophie" das meinst, was Richard Stallman letztendlich erreichen will, dann liegst du daneben. Sein Ziel ist ganz klar, dass es irgendwann nur noch Freie Software gibt. Also dass alle Hobbyisten, Organisationen, Firmen, Konzerne nur noch Freie Software entwickeln, und niemand mehr proprietäre Software entwickelt.
Es ist auch eine ganz typische politische Forderung der FSFE, dass im öffentlichen Auftrag entwickelte Software stets Freie Software sein sollte.
Vielleicht macht das eine Analogie zu einem anderem FOSS-Aspekt klar:
Derzeit stützt sich die Freie-Software-Bewegung auf einen "Hack" des Urheberrechts. Daher würde eine pauschale Abschaffung des Urheberrechts nicht im Sinne dieser Philosophie sein. Aber das liegt nicht daran, dass das Urheberrecht so toll ist, sondern daran, dass es auch ohne Urheberrecht propriertäre Software geben würde, wohingegen Freie Software nicht mehr durchsetzbar wäre. Würden jedoch parallel zur Abschaffung des Urheberrechts entsprechende Verbraucherschutz- Rechte eingeführt (Zugang zum Quelltext, die Pflicht zur Ermöglichung des Selbstcompilierens, etc.), dann wäre das durchaus im Sinne der Freie-Software-Philosophie.

Prinzipiell ist der Gedanke nicht falsch. Es ist nur so, dass properiatäre Software oft auch properiatäre Formate verwendet, die dann von den Anderen Vereins/Instititutionsmitgliedern nicht verwendet werden können, außer sie verwenden die selbe Software. Eine andere möglichkeit wäre es nicht properitäre Software an sich zu verbieten, sondern nur properitäre Formate. So dass dann zumindest .docx vormate und sowas verboten wären und mann ohne probleme mit libreoffice arbeiten könnte.
