Schön wäre es, wenn Steuererklärungen in Deutschland mit Freier Software abgegeben werden könnten. Das beschäftigt uns alle schon ein paar Jahre. Aktuell schreibt Thüringen eine Weiterentwicklung der Qt Anwendung ElsterFormular aus.
Zur Einordnung mit meinem gedanklicher Stand (der natürlich veraltet sein kann):
a) Vom Standpunkt einer vernüfntigen IT-Technik, sollte es eine dokumentierte Schnittstelle geben, die von jeder Anwendung genutzt werden kann. Auf dieser Mailingliste 2014 besprochen: Gibt es nicht.
b) Die deutschen Steuerverwaltungen haben seit einigen Jahren eine Arbeitsplatzanwendung entwickelt mit der Cross-Plattform Qt, welche problemlos auf Mac OS X und GNU/Linx Systemen laufen würde. b.1) Die wird bisher allerdings nicht für diese Plattformen zur Verfügung gestellt, obwohl das im Vergleich zu anderen Entwicklungskosten sehr überschaubar wäre. b.2) Noch schöner wäre es, die als Freie Software zu veröffentlichen, dann könnte jeder die für seine Lieblingsplattform selbst bauen.
c) Es gibt eine "Java-Applet" Version "Elster Online". Die funktioniert wohl auch auf GNU/Linux Plattformen. Nachteile sind c.1) Die Übermittlung der Java-Anwendung zum Rechner übers Web ist sicherheitstechnisch schwierig. (Ein signiertes Binary aus einer GNU/Linux Distribution wäre da besser abgesichert. Es gab auch mehrmals Sicherheitsprobleme mit Elster Online ind er Vergangenheit.) c.2) Die Entwicklung der Webversion war und ist vermutlich eine Größenordnung teurer als die Arbeitsplatz Version. c.3) In Bayern hat mensch sich den Auftrag wohl in Absprache mit anderen Finanzverwaltungen "gesichert". Es geht also auch um Politik und Budgets, welche "vernünftigere" Lösungen behindern könnten.
Thüringen schreibt jetzt ein paar Pflege- oder Weiterentwicklungsarbeiten dieser "Elstar Formular" Anwendung aus. Einerseits sicherlich gut, da es damit verbessert wird. Anderseits vielleicht ein guter Anlass mal nach b.1) und b.2) zu fragen und auf die anderen Problem hinzuweisen und a) zu fordern.

Wir werden voraussichtlich auf den Auftrag nicht bieten, da wir nur Aufträge annehmen, bei dem wir unsere Arbeit irgendwie wieder als Freie Software veröffentlicht wird. Das hier nicht absehbar.

Nach meinem Kenntnisstand (auch etwas älter und nur über Mailinglisten) wird eine relevante Menge Intelligenz (Plausibilitäts-Check) in dieser unfreien Client-Library gemacht, so dass beim Zugriff über eine modifizierte Client-Library vermutlich serverseitige Störungen zu befürchten wären.
Du musst also die Kosten eines Audit und der Implementierung einer funktionierenden Fehlerbehandlung für die Server-Komponente mit in deinen Cross-Plattform-Ansatz einrechnen. :)

Das mit Java war eine Totgeburt und ist schon lange quasi vorbei. Es wird momentan nur noch optional für den Login verwendet bei Browsern die mit Zertifikaten nichts anfangen können. Ich habe kein JRE im Browser installiert und kann ElsterOnline problemlos nutzen. (Mal von der grausigen Usability abgesehen, aber das ist kein technisches Problem.)

Ich finde eine ordentliche Web-Version ist für diesen Zweck auch um Größenordnungen mehr Wert als eine Desktop-Version. Leider sind die Feature-Sets von ElsterFormular und ElsterOnline stark disjunkt, so dass man das eine nur mit der einen und das andere nur mit der anderen Software machen kann. Man braucht momentan beides. (Und dann gibt es von ElsterOnline noch eine Kopie in anderer Farbe, das "bportal" vom BZSt, bei dem man VATMOSS-Anmeldungen machen muss.) In wiefern die anderen proprietären Steuer-Programme das alles schon jetzt über eine oder mehrere API machen können weiß ich nicht.
Bei den Steuer-Anwendungen bestand schon immer das Problem, dass man jedes Jahr eine neue Software-Version braucht und die Formulare meistens erst kurz vor Abgabetermin verfügbar sind. Daher sind paketierte Versionen immer problematisch, da man dafür sorgen müsste, dass die Updates auch zeitnah bei Stable-Distributionen ankommen. Erfahren konnte man das Problem jahrelang mit Taxbird (USt-VA), dessen neue Version Geierlein nun eine Firefox-App ist, die im Useraccount installiert wird und daher leichter zu aktualisieren ist.
Aus diesem Grund ist eine Web-Version für mich deutlich besser akzeptabel als z.B. eine proprietäre Cross-Plattform-Software.
Der momentane Ansatz der Entwicklung scheint mir zu sein, dass ElsterOnline für die Leute gedacht ist, die nur ein paar Zahlen abladen wollen (da muss ich z.B. die Erklärung zur "Feststellung" einreichen). ElsterFormular dagegen hat ja mit Assistenten, Plausibilitäts-Check und Steuer-Rechner viel Ähnlichkeit zu den bekannten Privatmann-Steuerprogrammen, auch wenn es keine echten Steuer-Tipps gibt. Einkommensteuer kann man z.B. nur dort machen, nicht in der Browser-Version.
