Da findet man auf Seite 38 und gleichlautend auf Seite 42 einen Absatz über Kriterien:
"If relevant, the extent to which the proposal describes how the materials, documents and media produced will be made freely available and promoted through open licences, and does not contain disproportionate limitations"
Und dieser Geist findet sich auch in den weiteren Kriterien. Da wird "open access" gefordert für alle Materialien, Schriftstücke, Filme, Websiten, Software, usw. die im Rahmen der EU-Förderung produziert werden. Aus der Antragspraxis kann ich auch berichten, dass sowohl die Gutachter als auch die Natioanlen Agenturen sehr auf die Einhaltung pochen. In unserem ersten Antrag wurde das nicht klar genug herausgestellt, da gab es Punktabzug für. Auf einem Treffen mit der nationalen Agentur DAAD haben die Vertreter auf Nachfrage nochmals betont, dass der freie Zugang in jedem Fall gewährleistet sein muss. Da gab es einen Streit, was mit Publikationen im Rahmen der EU Förderung wäre, weil die Zeitschriften das ja nicht erlauben würden. Die Antwort war, dann darf man nur in Zeitschriften publizieren, die es auch ermöglichen, dass Artikel frei verfügbar sind.
Das gilt fürs Antragswesen. Zum Hintergrund, die EU hat die verschiedenen Förderprogramme, Eramsus, Comenius, usw. alle zu Erasmus+ zusammengefasst. Gute Auskünfte erteilt der DAAD, einfach rausfinden, wer für das spezifische Forschungsprogramm dort verantwortlich ist.

dabei sei v.a. auch auf Horizon2020 als Forschungsprogramm hingewiesen [0], wo auch explizit "open access" für Publikationen gefordert wird. Hier sind in den Bedingungen z.B. Artikel 43 und 44 sehr interessant [1]. Dabei wird auch auf "open data" hingewirkt, ist aber keine Bedingung. Leider gibt es keine weitergehenden Anforderungen, was Software anbetrifft, da besteht m.E. viel Spielraum, sofern im Grant keine Auflagen gemacht werden. Die Partner im Projekt müssen sich im Prinzip auf eine Linie einigen und dürfen bzw. sollen die Ergebnisse "verwerten". Nur exklusive Lizenzierung ist mit Vorbehalten versehen. Da aber anscheinend keine Beschränkungen hinsichtlich der Art der Verwertung gemacht werden, dürfte das eine Veröffentlichung als Freie Software auch nicht ausschließen.
Leider steht bei vielen Programmen auch die Wirtschaftsförderung mit im Fokus, wodurch Maßnahmen wie Patentierung und Ausgründung von Unternehmen (unter Einbringung der Ergebnisse in proprietärer Form) meiner Beobachtung zufolge durchaus gerne gesehen sind. Ohne eine klare Vorgabe seitens der EU dürfte sich hier nicht viel ändern, zumal sich nationale Stellen zur Forschungsförderung (z.B. DFG) mit etwas Verzögerung nach dem Vorbild der EU richten dürften. Immerhin macht dies schon mal "Open Access" und "Open Data" möglich, dies muss aber konsequent weitergeführt werden, sonst bleibt es bei einem halbherzigen Versuch. PMPC ist daher hierfür sehr positiv zu sehen.
Für ein potentielles Nachfolgeprogramm (nach 2020) wäre es daher sinnvoll, auf eine Ausdehnung auf Software hinzuwirken. Hinsichtlich der wirtschaftlichen Verwertung bestünde hier auch die Chance, Geschäftsmodelle auf Basis Freier Software voranzutreiben, sofern der Transfer weiter als Aspekt verfolgt werden soll.
