Da ich beide Programme nicht kenne, frage ich das jetzt mal so: kann es sein, dass diese Bibliothek nicht Bestandteil von Mango ist und nur eine Abhängigkeit darstellt?

Meiner Meinung nach sind in diese Bibliothek Kernfunktionen ausgelagert - d.H. ohne diese Bibliothek läuft das komplette Programm (WebApp) nicht.
Im einzelnen: * Lokalisierung von Nachrichten, und der der Weboberfläche * Taglibs zum bauen der JSP Seiten. * einige kleinere Utility Funktionen.
Also: Seroutil.jar raus => Dann wird die Webapp gestoppt mit einer NoSuchClassException.
Serotonoin will auf diese Weise sicherstellen, das es keine Fork gibt, und die nun komerziell von InfiniteAutomation vertriebene Version (closed source) das Geld einbringt.

Damit stünde "mango" halt nicht unter GNU GPL und wäre unfreie Software, könnte also schlicht ein Täuschungsmanöver sein.
Spannend wir die Sache, wenn mango oder seroUtils.jar abgeleitete Werke von einem wirklichen GNU GPL Werk wären. Derjenige, welche da die exklusiven Nutzungsrechte hält, den dürfte das interessieren.

Es ist ggf. ein Fall von unlauterem Wettbewerb wenn der Autor hier generell "GPL" drauf schreibt und damit aber nur einen (unselbstständigen) Teil seines Produktes meint.
Die GPL sagt nur aus, dass du wenn du den binären Teil unter der GPL-Lizenz erhältst, du auch den Source erhalten musst um deine Rechte wahrnehmen zu können. Erhältst du den binären Teil nicht unter GPL, hast du auch keinen Anspruch auf den Sourcecode.
Eine "Lücke" in der GPL würde ich es nicht nennen, da es in der Praxis immer wieder zu Fällen kommt in denen man Programmcode unter unterschiedlichen Lizenzen gemeinsam in Einsatz bringt. Es gibt ja auch GPL-Software für Windows, die ohne das unfreie Windows eben nicht läuft.
Es steht dir frei, den einen Teil der hier fehlt gemäß der vom restlichen Code genutzten Schnittstellen nachzubauen.

Meiner Ansicht nach: Nein.

Nein, wie denn? Der Urheber hätte (in diesem so angenommenen Falle) seine Software ja nie vollständig unter GNU GPL gestellt, sondern nur einen Teil, sagen wir Teil A. Der Teil A ist GNU GPL, aber der scheint ja allein nicht nützlich zu sein. Dafür bräuchte es das proprietäre Teil B.
Sie selbst können das Gesamtpaket ja als unfreie Software weiterhin ausliefern und nutzen. Sie könnten dann behaupten: Der Teil A ist unter GNU GPL und hätten damit recht. Wenn sie das für Teil B behaupten oder das Gesamtpaket, wäre es geschwindelt. Vielleicht wäre das im Geschäftsumfeld ein unlauterer Wettbewerb oder bei einem Vertragsabschluß ein Vorgeben falscher Tatsachen.
Das Treffen irreführender Aussagen ist natürlich schon nicht rechtens, wenn das die Grundlage von Wettbewerb oder Verträgen ist. Dafür braucht es keine extra Regelung in der Lizenz.
Oder anders gesagt: Ein Software-Stück unter GNU GPL zu stellen, bedeutet nicht, dass dieses Stück auch technisch gut ist. Und irreführende Aussagen tätigen kann auch jeder.

Wenn Serotonin der Autor einer GPL-Software ist, dann gelten die Lizenzbedingungen doch gar nicht für die, sondern nur für alle anderen, oder?
Daher hätte ich hier eher an sowas wie Irreführung oder Täuschung gedacht - jemand bewirbt seine Software als FLOSS, obwohl es das genau genommen gar keine ist.

Bei GPL-Software hat der Lizenznehmer einen Anspruch auf den Quellcode gegen den Lizenzgeber.

Es ist doch sehr im Sinne der Freie-Software-Gemeinschaft, dass sich auch Autoren and die GPL halten, und sich anderenfalls gefälligst nicht mit dem "Freie-Software"- Label schmücken sollen.
Ich sehe hier auch gewisse Parallelen zum GPL-Violations- Projekt, auch wenn es dort eher um Rechteverletzungen durch die Lizenznehmer statt den Lizenzgeber geht.

Nimmst Du Dein Recht nicht wahr, hast Du auch nicht zu klagen. Insofern reicht ein einmaliger Download, um auf Dein Recht, den Quelltext zu sehen, pochen. gpl-violations.org ist da schon korrekt - trigger' die doch mal an.

Es wäre daher eher Sache des Projektes, welches an der Bibliothek interessiert ist, ihr Interesse notfalls gerichtlich durchzusetzen.

Di Brasilianer von ScadaBR sagen, wir dürfen seroUtils.jar nicht mit ScadaBR vertreiben, sonst gibt es eine Klage von SerotoninSoftware.

[...] Sind die Anwendung und die Bibliothek ein Werk oder ist die Bibliothek zumindest ein abgeleitetes Werk in Bezug auf die Anwendung (die unter der GPL steht), dann kann der Lizenznehmer auch einen Anspruch auf den Quellcode der Bibliothek (d.h den Anspruch diesen zu verwenden, verbessern zu studieren und zu teilen) haben, unter dem Gesichtspunkt, dass sich andernfalls der Lizenzgeber widersprüchlich verhielte.
Aber - wie gesagt: das wäre einmal ein interessanter Rechtsstreit.
Da der Vertrag keine Gegenleistung des Lizenznehmers vorsieht, denke ich auch nicht, dass er viel erwarten kann. Es könnte eventuell um die Aussage gehen: "X stände unter GNU GPL", wenn X = A + B und B eben unfrei ist.
Frage an die Runde: Wäre das nicht etwas für die FSFE, sowas mal durchzufechten? Gibt es ein Budget für solche Rechtsstreits?
Grundsätzlich mischt sich die FSFE in entscheidende rechtliche Auseinandersetzungen ein, siehe EU Microsoftprozess. Das Budget dafür müssen wir im Einzelfall finden.
In diesem Fall lohnt es sich aus meiner Sicht nicht, weil niemand einen Software-Hersteller dazu verpflichten kann Software mit einer bestimmen Nützlichkeit herauszubringen. Es wird also immer Software-Veröffentlicher geben, deren Software einfach nicht besonders gut ist, sei es technisch oder von der Lizenzsituation aus. Da hilft nur: Finger weg und drüber reden.
