Dann ist der FAQ-Eintrag nicht aktuell, wir nehmen nämlich sehr wohl neue Projekte auf. Allerdings dauert das dann immer eine Weile, weil die Einhaltung der Hosting Requirements überprüft werden muss und es ein wenig an Freiwilligen fehlt, die das übernehmen. Abgesehen davon, darf man dort auch keine beliebige freie Software hosten und muss (aus meiner Sicht) inakzeptable Sprachvorschriften beachten, die es nicht mal bei SourceForge gibt: http://savannah.gnu.org/register/requirements.php
Im Wesentlichen darf jede freie Software gehostet werden, die nicht notwenig von proprietärer abhängt und somit auch auf einem vollständig freien System lauffähig ist. Das sehe ich jetzt nicht als große Einschränkung, ansonsten hat die Freie-Software-Welt nunmal wenig davon, weil die Abhängigkeiten die Freiheiten des Nutzers ja wieder einschränken würden ;)
