Dear Otto, I am delighted that you responded well in time. I had almost given up hope.
We would seek your cooperation, if possible, to organize a few meetings and visits centred around:
1. Delivery of G2C services in City Council Helsinki. I believe they deliver about 40 services online (as per the www.hel.fi). The architecture and application suites that they have adopted in creating the service delivery platform. Also issues of BPR (Business Process re-engineering) of the services.
2. The use of Free Software in the scheme of things.
3. Its a welcome suggestion to meet the Project in-charge of Ministry of Justice. We shall be glad to listen to him and meet his colleagues.
4. If we could meet somebody similar in the City Council or some other department who are involved in G2C (Govt to Citizen)service delivery to understand the nuances from service delivery design and IT architecture point of view.
5. We are planning to reach Helsinki from Brussels on the 20 September, 2012 afternoon(by FINNAIR AY3115 20.9.2012 07.40 11.05 BRU HEL). We can fix the programme post lunch on the 20th.
6. On the 21st morning we are planning to visit Aalto University to meet Prof. Ari Jolma on FOSS based GIS).
7. On 22 we planned for sight seeing. We don't mind meetings in the morning (assuming that its saturday)
8. On 23rd we are leaving for Oslo.

I represent the Information Technology Department, Govt of Assam (India). Assam is one of the federal states of the Indian Republic in the North eastern part of the country. We have adopted a policy of using Free and Open Source Software (FOSS) in all the Government departments and especially in the schools (for adoption of GNU/Linux).

We are planning to send a high level delegation from our department to study some of the best practices in Free Software deployment in some of the European Countries. The delegation would consist of Principal Secretary, IT Department, Commissioner & Secretary, IT Department, myself, and three of my colleagues from AMTRON, the State IT Nodal Agency. As per the tentative itinerary, we shall be reaching Helsinki (from Brussels) on the 21st September, 2012.
