I am interested in FMI Weather for Android, however I only use free software. Have you considered releasing FMI Weather under a free licence? In addition to Google Play, you could submit the app to F-Droid (http://fdroid.org), a free software repository for Android.
I also believe that governments need to insist on free software in their own computing for the sake of their computational sovereignty. Whenever a state entity distributes software to the public, it must be distributed as free software, and must be capable of running on a 100% free environment.
