They used "avoin lähdekoodi" (Open Source)
In Finland almost nobody talks about "vapaa ohjelmisto" (libre software), so for that number would have been significantly lower or confused with free as in no price, even though the Finnish language has the term libre.
FSFE in Finland talks about "VALO", which stands form "vapaat ja avoimen lähdekoodin ohjelmat" and is the same as FOSS. As a nice touch, "valo" also means light (as the radiation) :)
