Hello,
Here is a report on the Finnish team activities since the last report
(which I sent on 2011-03-18). Proceedings are listed in chronological
order.
Sorry for spelling error etc, I'm in a hurry to write some many reports
today..
- The Finnish Linux User Group's election machine was a failure
http://www.flug.fi/eduskuntavaalikysely-2011, since they got so few
replies. I guess the candidates didn't see it as important or in some
cases even the party office might have down-prioritized it. Personally I
don't like how FLUG handled it: the site and form didn't look
professional (http://www.flug.fi/eduskuntavaalikysely-2011/kysymykset)
and they didn't accept our offer to pay a designer to fix it nor did
they list FSFE anywhere even though we co-operated on formulating the
questionnare and promoting it. The page was also buggy, might have lost
some candidates on that.. Finally though, they mentioned FSFE in the
press release about the results (www.flug.fi main page).
- Since FLUG was very late on publishing the results, we did our on
press release using the results found in the Finnish computer (business)
associations election machine. There was a question about FOSS adoption
in public sector and the majority of candidates where in favor.
Unfortunately we haven't had time to translate it in English yet, but a

Main points: 76% of candidates and 82 % of the public who did the
election machine where in favor of using FOSS in the public sector, even
though it could involve some additional costs in the short term
One reporter contacted me, but unfortunately the PR didn't get released
anywhere - probably to much other news two days before the election.
- Eventually new party in Finland took nearly a fifth of the votes
(http://www.bbc.co.uk/news/world-europe-13107620). As a result, many old
parties like the Green Party lost many seats and out MP's inside fell
out. Luckily they are still in the city councils and our two OpenOffice
initiatives in Helsinki and Tampere are moving forward.
- Last week we had a lunch with me and Martin von Willebrand as FSFE
representatives, Martti Karjalainen and Ilkka Tähtinen from the ministry
of Justice (who made the biggest so far OpenOffice migration in Finland)
and Taina Nurmela, the new project manager at Helsinki City responsible
for implementing the OpenOffice pilot. The goal of the meeting was to
introduce these people so that they could collaborate. Martti
Karjalainen was very eager to help Helsinki City (after all, he is the
man behing the Ministry of Justice migration and he has even made his
doctor thesis on OpenOffice migration). We also got to know each other a
little bit, which might be helpful in the future. Taina Nurmela told us
that they are rolling out OpenOffice on 21 500 workstations (but they
still have MS Office, this is just an extra app for pilot purposes). I'm
not sure what the internal motivation of Taina Nurmela is. I think they
are just doing their job. It isn't the best guarantee that the pilot
will turn out successful. Actual administration of Helsinki workstations
is done by Tieto Finland.
- In Tampere we're waiting for dates to have a meeting with some
prominent city council politicans, the IT chief and reps from the
support company, which in Tampere's case is Fujitsu. We have contacts at
Fujitsu who are pro-OpenOffice, so the Tampere migration is likely to
succeed as soon as the IT chief orders it to start.
- MeeGo Summit FI was in Finland, very popular with 250+ attendees. Many
Finnish companies seek new MeeGo opportunities outside the Nokia
ecosystem. We'll have to wait and see how thing evolve.
- Some students at the Tampere university of technology made a market
research about the VALO-CD (www.valo-cd.org, English version in the
works). In the survey (made face-to-face at a mall) they e.g. found out
that 30% of the general population have never heard about FOSS, and 30%
have heard but don't know what it means. Half of the respondents could
not name a single FOSS program. So we have still a lot to do in terms of
public awareness.
On the other hand, within the "technical population" (Internet survey)
everybody knew FOSS and almost everybody could name a FOSS program.

- We had a Fellowship meeting (with 4 attendees) in Helsinki and we're
having another one on 2011-06-01. The purpose of the meetings is to plan
our activities and generally activate our Fellows to participate.

Here is the (overdue) Finnish report:

We lost one member, so we're down to 19. I have fsfe-fi@ subscription
stats since Oct 20, 2010 and they show an increase of subscribers from
50 to 52.

Some meetings with politicans, messaging by email and facebook, giving
advice on FOSS related stuff. Building relations to other FOSS groups in
Finland. Attending COSS board meetings with the FSFE hat on. One small
press releases without major media break through.
I've written more detailed reports to team@ and I'm sorry I don't have
to summarise them now. The main things are though the city council
initiatives in Helsinki and Tampere, which will lead to OpenOffice (or
LibreOffice) pilots in both cities.

Two Fellowship meetings planned on 2011-06-01 and 2011-06-13. The idea
is to activate the Fellows in Finland to participate - the current
country team can't do everything on it's own.

Depends on the outcome of those Fellowship meetings. At the moment me
and Martin von Willebrand are engaged in working with politicians and
administration to influence procurement etc. OpenOffice cases in the two
biggest cities in Finland can be seen as an advancement. We'll do what
we can to make sure they turn out positive for FOSS.
> - Where do you have Fellowship meetings? How often?
We had some meetings in Tampere last year, but this year we so far have
had only one very small meeting. That was in Helsinki last week (no
meetings in Tampere this year).
> - What are your plans to enlarge the Fellowship in your country?
Have more meetings, activate people and see how it goes. Maybe some PR
or campaign the get more visibility. We should also promote our own
work, to show that supporting FSFE is useful.
I've been talking about improving the Fellowship join page for long, and
I've even made a prototype (http://otto.kekalainen.net/FSFE/join.html),
but I don't have time to actually implement it. Ask Matthias for
details. Please make everything you can to lower the barriers for
joining mailing lists and joining the fellowship. More Fellows is a
priority, that will lead to all kinds of other good things.
> - what help and support do you expect / need / wish for from the
> European hub?
We would like that a share of the Fellowship payments get targeted into
Finnish activities, and so far we've got all the funding we've asked
for, so the situation is OK.
> - what would you like to do as a team in order to support the

We'll report about our activities and the general FOSS landscape in
Finland as a minimum. Provide feedback. Maybe help out with small
things, like website usability etc. It all depends on how much we have
resources to put on FSFE, mainly time.
> - as coordinators, what are your personal plans for the coming year?
> Do you think that you will be able spend more or less time on FSFE

I guess all of us are quite busy with our professional life. On the
other hand, our professional life is free software. The amount of work
we have done so far is the best estimate on how we'll do in the future.

> pdfreaders...
None. There was a Fellow in Turku who I almost converted into writing a
press release about DFD and having a small event, but the then backed
out. I know there are many who'd like to support us, let's hope meetings
we'll help channel that will into concrete action plans and execution.

Hei,
kyllä se periaatteessa käy. Olen näillä näkymin Hgissä 20.5, joten
tapaaminen voisi käydä siinä sivussa.
Keskustelin meiltä Ilkka Tähtisen kanssa, joka on enemmän käytännössä
sekaantunut työasemaohjelmistojen paketointeihin,
ja hänen olisi varmasti eduksi olla mukana. Meillä on juuri ollut esillä
OpenOfficen päivitys versiosta 3.0.1 versioon 3.3, mikä
sopisi hyvin tapaamisen aihepiiriin myös.

Minulla on Helsingissä tapaaminen aamulla klo 10:30-12:00, joten en
taida ehtiä sinun kanssasi valmistelemaan mitään tarkempaa sanottavaa
perjantain lounaalle, mutta pääasia siellä lienee ihan vaan tutustuminen
ja verkottuminen, joten asiaa ei tarvitsekaan erityisemmin miettiä. Minä
hoidan rahaliikenteen ja korvaukset FSFE:ltä.
Lounaan jälkeen sen sijaan minulla ei ole ohjelmaa eikä kiirettä
takaisin Tampereelle, joten jos toimistosi on käytettävissä ja
sinullakin on aikaa, voisimme yrittää pitää pienen
FSFE-iskuryhmätapaamisen?
Jos ehdotus sopii sinulle, niin minä voin sitten soitella läpi Jerryn ja
Lindin yms jos heillä sattuisi olemaan aikaa osallistua (Timo ja Henri
lienee Meego Summitissa, ehkä tosin myös nuo mainitutkin).
Minitapaamisessa voisi miettiä mitä FSFE:nä halutaan Suomessa
lähiaikoina tehdä ja mahdollisesti sopia jotain toimenpiteitä/työnjakoa
