I have making an OS which I am releasing under the GPL, and I was wondering if its legal for me to use code written for the GLIBC?

Yes, all glibc code is GPL-compatible.

Sounds like it almost certainly would be, but I'm no lawyer, nor the glibc copyright holder. Maybe you should ask licensing@gnu.org what they think.
