Anyone can become member of the FSF simply by paying the dues. That raises money, gives people the opportunity to be member of a great organization and gives weight by numbers to the FSF representatives.
Although fund raising does not seem to be the FSFEs most urgent goal, I wonder if the creation of at least an "associate membership" in this sense could help.

I don't about other countries, but in Portugal this would mean that the members would get voting power. As discussed before, this could lead to hijacking of the organization by someone with some money resources.
