The captcha text can be solved easily: Add yourself to the Group/Registered 
page and moinmoin won't bother you again: https://wiki.fsfe.org/Group/
Registered

There's no create button in MoinMoin, so going to the non-existing page, 
editing it, and saving it is the correct way. You could also use a template[1] 
for convenience, but should be irrelevant for the issue that you're facing.

So that leaves the core issue. I don't have access to the logs right now, but 
looking at the wiki permissions it seems like you should be able to edit and 
create the relevant pages.

Did you get any error message at all? Can you create/edit pages in other parts 
of the wiki?
